Solid Plan Consulting is Finland’s leading export control and sanctions consultancy. We provide a comprehensive range of legal and policy advice related to complying with regulation of international trade, such as EU and US sanctions, EU export control regulations and US re-export rules.

The firm is headed by Aleksi Pursiainen, a former globalĀ Head of Trade Compliance at Nokia Corporation and chief sanctions counsel at the Finnish Ministry for Foreign Affairs.

At Nokia, AleksiĀ advised the company’s senior leadership and other functions a global level on EU and US export control and sanctions law and policy as well as the development of Nokia’s Internal Compliance Program (ICP).

Before Nokia, Aleksi served for several years as the chief sanctions counsel at the Finnish Ministry for Foreign Affairs, where he participated in the drafting of hundreds of EU sanctions regulations and related national laws as well as lead the Ministry’s outreach efforts to the private sector. While at the Ministry, Aleksi was also a member of the Finnish delegation to the Financial Action Task Force (FATF), the world’s standard-setter on anti-money laundering and countering the financing of terrorism.

Aleksi is an internationally popular speaker at industry events, having presented at events such as the Global Trade Controls conference (London, 2019, 2018, and 2017), ACAMS Anti-Financial Crime Conference (Copenhagen, 2018), the European Compliance Conference (Warsaw, 2018), Trade Compliance Nordics (Copenhagen, 2017), and the New York Forum on Economic Sanctions (New York, 2016).

Aleksi also frequently makes written contributions to international and domestic public debate on sanctions and export control law and policy, including as the author of Targeted EU Sanctions and Fundamental Rights (MFA, 2017), a research paper commissioned by the Finnish Ministry for Foreign Affairs, and of the chapter on Finland in the recent book Sanctions in Europe (WorldECR, 2020).
